Over the last few months SAVAGE has under gone some radical changes to improve our services across many aspects of our commitment to the voluntary and community sector. Lottery Funding |
Lottery Funding is a joint website run by all the Lottery funders in the UK. The site allows you to search information on current funding programmes across the UK based on the amount sought and guides you on the most suitable funding programme. |

Cabinet Reshuffle |
The present cabinet reshuffle has successfully gained a dedicated parliamentary office sited in the Cabinet Office for the voluntary sector. Hilary Armstrong is now Minister for the Cabinet Office and Social Exclusion, with junior minister Ed Miliband taking on the responsibility for the new Office of the Third Sector. The rest of the work in the Active Communities Directorate at the Home Office will be covered by Ruth Kelly this was work carried out by the ODPM. Reshuffle information available:

Cash for Collaboration
|
There are two new bursaries that will allow organisations to share best practice. Community organisations can receive up to £1,000 from the Community Alliance network for visits and training with the aim of sharing ideas. A new, small bursary scheme is also available. This is a new initiative. |

EAPN
|
European Council, 15-16 June - Lisbon Strategy: lack of visibility, consistency and commitment for social inclusion.
In a letter sent today to the EU Heads of State and Government, the European Anti Poverty Network (EAPN) states that no place for social inclusion within the implementation of the Lisbon Strategy would devalue the Spring Council conclusions and social commitments in the Sustainable Development Strategy.
The Spring Council 2006 conclusions reiterated that “growth and employment are at the service of social cohesion”. The last Employment, Social Policy, Health and Consumer Affairs Council of 1-2 June 2006 stressed that “the social dimension of the Sustainable Development Strategy must be strengthened by ensuring close cooperation with the existing processes under the open method of coordination (OMC) in social protection an social inclusion, and the revised Lisbon strategy”.

European Parliament |
There is a new page on the European Parliament's website designed to help find out what happens next on a given piece of legislation. Visit www.europarl.org.uk/next to see the new column which tracks legislation and reports they have already covered in previous press releases or In Focus studies - if it's still within the EU decision-making process, how far has it got?; if it is now with the UK to implement, which department is responsible? Where can you find out more information?

ESF Guidance Updated
|
The ESF Applicatiions Guidance for Alternative Bidders and the ESF Co-Financing Guidance were recently updated and is now available on the ESF website. The print and disc versions are now discontinued.
Updating the guidance on the website will enable it to be revised more often – every three months(in January, April, July and October) rather than annually. Any urgent changes will be made as soon as they occur.
Key changes made in April were to the project audit requirements and to annexe 4.3 of the Co-financing Guidance – which relates to Open and Competitive Tendering. There are other important changes , Co-financing Organisations and Alternative Bid projects should check the website regularly.

ICT Hub Regional Conference
|
Wednesday 12 July 2006 10.00am to 4.00pm
ICT Hub Regional Conference for the Voluntary and Community Sector (VCS) in the South East - Reading Town Hall, Blagrave Street, READING RG1 1QH.
The ICT Hub will present an update on its initiatives and workshops on pertinent issues throughout the morning; relating these to how they can support the development of ICT in the south East. The afternoon will be led by projects specific to the South East ChangeUp ICT programme, delivering workshops to share experiences and highlight pockets of excellence. Find out more about:

Future EU Funding Programmes and the Budget |

Budget Commissioner Dalia Grybauskaite has found more money for competitiveness, cohesion and sustainable development at the expense of citizenship and global partnerships. She presented her preliminary draft EU budget for 2007 in May, having described the content as “minimalist" she also explained that the proposed budget represented a modest 4% increase on 2006. The draft budget will next be discussed on the 14 July. Details of the preliminary draft budget are available online at:

Opening the Gates |
Access to the EU funds will be made easier for smaller local authorities, schools and universities, Financial Programming Commissioner Dalia Gry Bauskaite has said. There will be new, more transparent rules for applying for EU funds by 2007 and which should reduce the amount of paperwork needed when applying for EU grants. It will also ensure programme managers are given more flexibility to run their activities. EU institutions and Member States will be able to publish joint calls for tender, where this is more appropriate. There will also be a shorter period for notifying successful applicants.

SARCS Funding
|
Sexual Assault Referral Centres (SARCs) are one-stop locations where victims of sexual assault can receive medical care and counselling, and have the opportunity to assist the police investigation into alleged offences. Funding for 2006-07 is available to partnerships of Police Forces and Primary Care Trusts, ideally in partnership with the voluntary sector, that plan to develop a SARC in their area. Applications from partnerships led by voluntary organisations are also eligible, as long as police and health partners are included. Funding is available in England and Wales. Closing date 31 August 2006.

Structural Funds
|
THE Budget for Structural Funds is split into three main objectives:
“CONVERGENCE” which will focus on regions whose economic development is lagging behind the rest of Europe. This is covered by a € 251.2 billion, seven year budget
“REGIONAL COMPETITIVENESS” which aims to help industrial, urban and rural areas cope with economic change. It has a € 49.1 billion budget
“TERRITORIAL COOPERATION” for joint working between authorities across borders. This has a € 7.8 billion funding
The Local Government Association (LGA) and LGIB have submitted a response to the Government’s consultation on implementing the New Structural Funds in the UK. Local priorities need to be supported by the € 9.4billion fund, the response said. Among other recommendations the LGA and LGIB argued for:
A regional led approach to tackling unemployment. The UK is working towards an 80% employment target but this misses disparities at a local level;
A focus on the promotion of higher skills as well as raising the basic skills of workers because many regions have acute skills shortages;
Careful use of the “city regions” concept. Towns in those regions without an economically dominant urban centre also make an important contribution to regional competitiveness and should benefit fully from EU support;
The alignment of Structural Funds with domestic initiatives to take place at a regional/local level. Under the Governments proposals, the European Social Fund would be aligned with Jobcentre Plus, for example. Instead there should be flexibility so that the ESF could also be matched with local priorities.
